Cycle of Change

Cycle of Change is very controversial because it challenges the power of the most powerful in society. To even discuss it is often quite difficult. It ranks very highly in the list of controversial topics - but it is given very limited attention by politicians or the media.The reality is that power supports power - and any questioning of it may lead people to realise that the present basis is not the best. The two main items are the length of time in any position of power and the basis for changing who the incumbent is. The two items are quite closely linked but it is best to separate them in order to get to the real issue. The best approach to this is to firstly consider the less contentious issue, that of the method of change. The level of controversy about the time in office starts to be understood when it is considered to be more controversial that the means of change. The cycle of change is dependent on both issues.

Means of Change

While numerous methods have been used over time and there still are numerous methods around the world, there is significance acceptance that brute force, either physical or mental, is not the best predicator of a leader. There seems to be fairly general acceptance that some level election by voting is optimal.

There are still many places where there are all sorts of restrictions on who can vote and under what pressure or persuasion. The extent to which the language, if not the actions, support popular voting would indicate that most of the world's population is of the view that election is best - even if they do not practice and support it publically.

If that is accepted, then the limitations and restrictions can be clearly seen as dishonest attempts to meet individuals' personal agendas.

The method of change should be by election. Restrictions on elegible voters should be rational and realistic. For example, restrict the voters for a national role to those in that nation. Restrictions based on gender, wealth, race or perceived views are not acceptable.

Time in Office

The cycle of change is very important but very controversial. The extent of this issue is best understood by the level of studies in this area compared with the publicity that it receives. In particular, those studies which have compared time in office with the effectiveness of government over time. The results of these studies are very clear. Those results are that, provided an incumbent remains in office for approximately one calendar year, then the shorter the term of office, the greater the levels of operacy, effectiveness AND efficiency. This is so important, it needs repeating. The cycle of change for ALL important roles should be no more than twelve months.

The immediate response to that type of statement is to question why it might be so and why it has not been implemented. The answers are glaringly obvoius.

Why it might be so? The rationale is very simple. To survive in the absence of a dominant controller, decisions and priorities need to have a solid and understandable basis. Where power is based in the individual, there are no checks and balances and the misinterpretations and misunderstandings of the person in power are implemented. Where power is transitory, much more is focused on solid information.

Why has it not be implemented? Those in power, and those who think they will be in power soon, are strongly opposed - because it will limit their power! Any systematic improvement that takes away from the most powerful will be opposed by the most powerful. To overcome something supported by almost all of the most powerful requires revolution! Revolutions are not really common - and require significant leaderships from outside of the "power group". Very few revolutions are focussed on changing the system. Most are merely about replacing one power group with another.
